Deletes the prohibition on unemployment benefits for classified (non-teaching) employees of public schools between academic years, allowing them to receive benefits during summer breaks.

Phases in benefits over four years contingent on annual Budget Act appropriations: 2 weeks in 2017, 4 weeks in 2018, 6 weeks in 2019, and 8 weeks in 2020 and thereafter.

Requires public school employers to provide written notice to classified employees at least 30 days before the end of the academic year stating whether they have reasonable assurance of reemployment for the next year.

Maintains the existing prohibition on benefits for teachers, researchers, and administrators between academic years if they have reasonable assurance of employment.

Makes an appropriation to the Unemployment Insurance Fund to cover expanded benefits for classified school employees.
