Adds a 2-year sentence enhancement for persons 21 years or older convicted of felony unlawful sexual intercourse with a minor under 16 years of age if the perpetrator holds a position of authority over the victim.

Defines "position of authority" to include stepparents, foster parents, partners of parents, caretakers, youth leaders, coaches, teachers, counselors, therapists, religious leaders, doctors, and employers, among others.

Imposes a 2-year additional prison term for felony convictions of sodomy, oral copulation, or sexual penetration of minors under 16 years of age when the perpetrator holds a position of authority over the victim.

Defines "undue influence" as including use of affection, intimidation, coercion, deceit, withholding of rewards or benefits, or promises to take or bestow benefits.

Specifies that no state reimbursement is required for local agencies or school districts because costs result from changes to existing crime penalties under state constitutional requirements.
