Requires the Curriculum Development Advisory Committee to review curriculum and training courses offered by public and private programs for firefighter response to oil-by-rail spills

Directs the Office of Emergency Services to compile a list of oil-by-rail spill training programs and make it available to all fire departments, including cost information

Establishes a reimbursement program for fire departments to cover costs of sending firefighters to approved trainings, with volunteer fire departments eligible for an additional $100 per diem per volunteer attending

Limits the program's implementation to when the Legislature appropriates revenues from fees charged for oil-by-rail spill preparedness and response costs, including fees deposited into the Regional Railroad Accident Preparedness and Immediate Response Fund
