Creates the School Employee Housing Assistance Program administered by the California Housing Finance Agency to provide financing assistance for affordable rental housing for school employees, including teachers.

Transfers $100,000,000 from the General Fund to a newly created School Employee Housing Assistance Fund, with funds continuously appropriated to the agency for grants, loans, and administrative costs.

Defines qualified school districts as those with surplus land, high teacher recruitment costs, low retention rates, and at least 60 percent of students participating in the National School Lunch Program; requires State Department of Education certification.

Provides predevelopment grants to qualified school districts and loans to qualified developers partnered with school districts, with developer loans having a term of not less than 55 years at 3 percent simple interest, capped at $10,000,000 per project.

Allocates up to 5 percent of appropriated funds for predevelopment grants, up to 5 percent for agency administrative costs, and remaining funds for developer loans.
