Establishes a Human Trafficking Prevention Vertical Prosecution Program within the Office of Emergency Services to provide funding to up to 11 district attorney offices that prosecute human trafficking crimes using vertical prosecution methodology.

Requires funded district attorneys to dedicate at least one-half time of one deputy district attorney and one-half time of one investigator solely to human trafficking investigations and prosecutions.

Requires funded offices to enter into agreements with advocacy agencies to ensure human trafficking victims and witnesses receive services and support.

Appropriates $2,600,000 from the General Fund to the Office of Emergency Services for the program, with no more than 10 percent retained for administrative costs.

Requires the Office of Emergency Services to submit a report by January 1, 2019 detailing participating counties, number of human trafficking prosecutions filed, convictions obtained, and sentences imposed; program sunsets on January 1, 2021.
