Requires the State Air Resources Board, in coordination with the Public Utilities Commission and State Energy Resources and Conservation Development Commission, to consider and adopt policies or programs to increase production and use of renewable gas, including biogas, from eligible renewable energy resources or direct solar energy.

Defines renewable gas as biogas generated from organic waste through anaerobic digestion, gasification, pyrolysis, or other conversion technologies, which can be sourced from agricultural waste, forest waste, landfill gas, wastewater treatment byproducts, and diverted organic waste.

Requires eligible renewable gas policies to ensure environmental benefits by reducing emissions of criteria pollutants, emissions that adversely affect state waters, and odor nuisances.

Establishes findings that California imports 91 percent of its natural gas responsible for 25 percent of state greenhouse gas emissions, and that replacing 10 percent of natural gas use with biomethane could reduce greenhouse gas emissions by tens of millions of metric tons of carbon dioxide equivalent annually.
