Increases the affirmative vote requirement for imposing a new student success fee or fee increase from a simple majority to two-thirds of the student body voting on the proposed fee.

Maintains the existing six-year minimum period before a student success fee can be rescinded through a binding student vote.

Requires campuses to conduct rigorous consultation with students and inform them of fee uses, impacts, costs, and rescission procedures before holding a binding election.

Mandates majority student representation on campus student success fee allocation oversight groups and requires annual reporting to the Chancellor on fee implementation and usage.

Requires the Chancellor to report annually to the Department of Finance and Legislature on student success fees adopted, rescinded, and their designated uses.
