Department of Health Care Services and Office of Statewide Health Planning and Development shall administer a demonstration project evaluating audits of nondesignated public hospitals beginning July 1, 2016, to determine reimbursement relevancy of cost report data.

Demonstration shall evaluate existing data collection methods including financial and utilization data, hospital reports, and annual Medi-Cal cost reports to identify what data is relevant and useful for reimbursement purposes.

Goals include designing a combined reporting form, eliminating data report audit functions in favor of desk audits, and determining the appropriate agency to administer reporting and data collection.

Nondesignated public hospitals may participate in a three-year demonstration project following attainment of initial demonstration goals to evaluate whether objectives are met.

Department and OSHPD must submit a report to the Legislature within one year after the three-year demonstration project concludes, including evaluation of effectiveness and recommendations for continuation and expansion to all hospitals.
