Requires California State University and community college faculty to annually disclose all income received from publishers, periodicals, or online content providers for royalties, advances, consulting services, or other purposes, with disclosures due by April 15 each year starting in 2017.

Mandates disclosure forms be filed under penalty of perjury and be made publicly available on each institution's website for as long as the faculty member is employed there.

Authorizes institutions to impose administrative fines of up to $50 on faculty members who fail to file required disclosure forms in a timely manner, with proper notice and opportunity for a hearing.

Directs California State University to deposit fine proceeds into the newly established California State University Faculty Royalty Disclosure Fund for allocation to campuses where assessed faculty work, and authorizes community college districts to use proceeds for general educational purposes at their campuses.

Requests the University of California Regents to implement similar disclosure requirements and allocate any fines collected in a manner comparable to California State University.
