Establishes the Teaching Health Center Primary Care Graduate Medical Education Fund to award grants to teaching health centers for establishing or expanding primary care residency programs in California.

Authorizes planning and development grants of up to $500,000 per teaching health center for terms not exceeding three years, covering costs such as curriculum development, faculty recruitment and salaries, accreditation, and technical assistance.

Authorizes sustaining grants to teaching health centers operating accredited primary care residency programs, with grant amounts determined by the Office of Statewide Health Planning and Development based on per-resident direct and indirect costs of graduate medical education.

Requires the Office of Statewide Health Planning and Development and its Director to administer the program, evaluate grant applications, and adopt emergency regulations for implementation.

All provisions are subject to appropriation by the Legislature in the annual Budget Act.
