Extends the application deadline for gambling licenses from 45 calendar days to 60 calendar days after receiving a commission order.

Changes the divestment period for exempt gambling license holders from 3 years to 6 years when a previously closed business engaged in prohibited gambling reopens or resumes such activities.

Prohibits cross-promotion and marketing between prohibited gambling businesses and licensed gambling establishments during the 6-year divestment period.

Requires the City of Inglewood to submit a report to the Legislature by July 1, 2018, on the City of Champions Revitalization Project and its impact on the divestment requirements.
