Amends Government Code Section 12590 to clarify public inspection rules for documents filed with the Attorney General's Registry of Charitable Trusts, including instruments, documents, and reports from charities and fundraisers.

Requires the Attorney General to withhold from public inspection: reports required by law to be kept confidential, document portions unrelated to charitable purposes, and donor information exempt under federal law (Internal Revenue Code Section 6104).

Permits disclosure of donor information in court or administrative proceedings related to the Attorney General's charitable trust enforcement responsibilities or in response to a search warrant.

Makes legislative findings that these limitations on public access balance transparency rights with privacy interests of supporters of nonprofit organizations, consistent with federal law protections.
