Approves provisions of a memorandum of understanding between the state employer and American Federation of State, County and Municipal Employees (AFSCME), State Bargaining Unit 19, that require expenditure of funds.

Allows approved memorandum provisions to become effective through legislation other than the annual Budget Act, provided funds are specifically appropriated by the Legislature.

Requires the state employer and employee organization to meet and confer to renegotiate affected provisions if the Legislature does not specifically appropriate funds for those provisions.

Provisions requiring expenditure of funds shall not take effect unless funds are specifically appropriated by the Legislature.
