Authorizes fairs licensed to conduct thoroughbred meetings in the northern zone to contract with 2 or more other fairs for operation and management of satellite wagering facilities, in addition to existing authority to contract with racing associations.

Expands the appropriation for capital outlay to California fairs to include revenue from the Fair and Exposition Fund, legislative appropriations, and other designated funding for public health, safety, maintenance, emergency, and property protection projects.

Permits a portion of appropriated funds to be allocated to California fairs for general operational support, prioritizing fairs with limited revenue sources.

Requires all funds appropriated or designated for California fairs and expositions to be deposited into the Fair and Exposition Fund and continuously appropriated for specified capital outlay purposes, rather than being used for recreational and cultural facilities.

Requires a 2/3 vote for passage and includes an appropriation component.
