Amends the definition of "tangible personal property" that secondhand dealers and pawnbrokers must report to law enforcement to exclude items valued at $950 or less.

Applies the $950 value threshold to property bearing serial numbers, personalized initials, or inscriptions, as well as property with evidence of having previously borne such identifiers.

Applies the $950 value threshold to tangible personal property determined by the Attorney General to constitute a significant class of stolen goods based on the Department of Justice "Crime in California" report.

Defines "significant class of stolen goods" as items constituting more than 10 percent of property reported stolen in the preceding calendar year.

Maintains existing exemptions for new goods purchased from manufacturers or distributors, coins, monetized bullion, and commercial grade precious metal ingots.
