Amends Food and Agricultural Code Section 12841 to modify assessment requirements for home water treatment pesticide products that include an instrument or appliance used to deliver the pesticide.

Requires assessment payments on home water treatment pesticide products to be based only on the value of the active ingredient, as determined by the director upon application by the registrant.

Defines "active ingredient" as any active ingredient required to be stated on the label of a registered pesticide under Section 12883.

Maintains existing mill assessment rates (maximum $0.021 per dollar of sales) and county reimbursement provisions for pesticide regulation administration and enforcement.
