Legislature finds that every child should receive equal treatment with opportunity to achieve at the highest level

Parents and caregivers of children with special needs should have access to a mediator of their choosing (attorney, parent advocate, or other) to resolve disagreements with schools about their child's education

Parents and caregivers should have access to current information about public school services including transportation, food, health services, English learner instruction, remediation, and special education, along with eligibility requirements and application procedures

Nothing in this section establishes any right not otherwise provided for in state or federal law
