Requires fees charged by courts, electronic filing managers, or service providers to process payments not exceed actual costs incurred, with waiver of fees permitted when court deems appropriate.

Authorizes court agents (including electronic filing service providers) to impose fees for credit card, debit card, or electronic funds transfer payments not exceeding actual costs incurred, subject to Judicial Council approval and reporting requirements.

Prohibits electronic filing service providers from collecting fees from parties exempt from paying court fees, while still requiring them to complete the electronic filing.

Allows prevailing parties to recover fees charged by electronic filing service providers for electronic filing, service, or hosting of documents when a court orders or requires such filing or hosting.

Requires courts and electronic filing managers to accept multiple payment methods from electronic filing service providers, including credit/debit cards, electronic funds transfers, and ACH transactions without transaction charges.
