Exempts probation departments and sworn probation members (who complete required firearms training) from the prohibition on manufacturing, importing, and selling unsafe handguns.

Prohibits persons obtaining unsafe handguns under this exemption from selling or transferring ownership to anyone who is not exempt from the unsafe handgun prohibition.

Requires persons with unsafe handguns under this exemption to lock the handgun in a vehicle's trunk or locked container and place it out of plain view when leaving it unattended, with exceptions for peace officers in official emergencies.

Violations of the vehicle storage requirement are infractions punishable by a fine not exceeding $1,000.

Specifies that no state reimbursement is required because costs result from creating a new infraction, as allowed under California Constitution Section 17556.
