Mandates that approved training materials for teachers include identification of mental health services and referral procedures, with options for self-review programs.

Requires school employees to act only within their credential or license scope and prohibits unauthorized diagnosis or treatment of mental illness.

Directs the California Department of Education to develop and maintain a model policy as a guide for local educational agencies, with state reimbursement for mandated costs available through established procedures.
