Expands Political Reform Act of 1974 prohibitions to ban foreign governments and foreign principals from making contributions, expenditures, or independent expenditures in connection with any election, not just ballot measures.

Prohibits any person or committee from soliciting or accepting contributions from foreign governments or foreign principals in connection with elections.

Defines "foreign principal" to include foreign political parties, persons outside the United States, partnerships or organizations based in foreign countries, and domestic subsidiaries of foreign corporations controlled by non-citizen directors or officers.

Makes violations a misdemeanor punishable by a fine equal to the amount contributed or expended.

Declares the bill an urgency statute effective immediately to protect the 2016 election process from foreign campaign contributions.
