Defines "drug and alcohol free residence" as a cooperative living arrangement providing an alcohol and drug-free environment for persons recovering from alcoholism or drug abuse who seek to remain clean and sober.

Establishes a certification system whereby approved certifying organizations (affiliated with recognized national organizations) may certify drug and alcohol free residences that meet specified requirements including resident sobriety, participation in recovery programs, zero tolerance policies, and annual inspections.

Requires operators seeking certification to submit documentation including procedures for verifying resident sobriety, good neighbor policies, staff training requirements, resident education and certification, and compliance with the certifying organization's code of conduct.

Mandates the State Department of Health Care Services maintain and post a public registry on its website listing all certified drug and alcohol free residences and those with revoked certifications, and allows the department to investigate complaints and revoke certifications for non-compliance.

Grants approved certifying organizations authority to establish application, certification, renewal, and disciplinary processes, and allows them to deny certification if a residence address or operator previously had a certification revoked.
