Prohibits animal shelter entities and other persons that accept animals from the public from selling, giving, or transferring living animals to research facilities, animal dealers, or other persons for research, experimentation, or testing purposes.

Prohibits research facilities, animal dealers, or other persons from procuring, purchasing, receiving, or using living animals that originate from animal shelters or entities that accept animals from the public or strays.

Requires animal shelter entities that turn over dead animals to biological supply facilities or research facilities to post a visible sign (minimum 28 x 21 cm with 3.2 cm lettering) stating "Animals Euthanized at This Shelter May Be Used for Research Purposes or to Supply Blood, Tissue, or Other Biological Products" and include this statement on owner surrender forms.

Prohibits animal shelters or persons from euthanizing animals for the purpose of transferring carcasses to research facilities or animal dealers.

Establishes a civil penalty of $1,000 for violations, enforceable by district attorneys or city attorneys, with collected penalties payable to the governmental entity bringing the action.
