Authorizes Los Angeles International Airport to collect customer facility charges from rental companies for consolidated vehicle rental facilities, common-use transportation systems between terminals and rental facilities, and terminal modifications to accommodate access to these systems.

Requires that aggregate charges not exceed reasonable costs as determined by an independent auditor, who must examine necessity, justification of costs, cost-limiting measures, alternative revenue options, and airport compliance with this section.

Mandates the airport post audit copies on its website and provide them to the Assembly and Senate Judiciary Committees, Assembly Transportation Committee, and Senate Transportation and Housing Committee.

Limits the maximum financing term to 35 years and requires the authority to collect fees to become inoperative once bonds, capital contributions, or other financing is fully paid or reimbursed.

Applies exclusively to Los Angeles International Airport and takes effect immediately as an urgency statute.
