• Changes delinquent renewal penalty for home improvement salespersons from flat $25 to 50 percent of the renewal fee
• Requires the Contractors' State License Board to establish expedited licensing processes for contractor applications and home improvement salesperson registrations by regulation, excluding applications already required to be expedited under other law
