• Amends Proposition 47 to make shoplifting grand theft (punishable as misdemeanor or felony) when aggregate property value taken from a single commercial establishment reaches $950 or more within any 180-day period.

• Adds shoplifting as a specific crime that can be prosecuted as conspiracy when 2 or more persons conspire to commit it.

• Calls a special election to be consolidated with the November 8, 2016 statewide general election for voter approval of these amendments to the initiative statute.

• Requires the Secretary of State to submit the bill's amendments to voters for approval at the November 8, 2016 election, notwithstanding normal election code requirements.

• Takes effect immediately as an act calling an election.
