Requires the Superintendent of Public Instruction, in consultation with the Instructional Quality Commission, to recommend revisions to the World Language Content Standards for California Public Schools by January 31, 2019.

Mandates the Superintendent to convene a group of experts, with a majority being current public school classroom teachers, to assist in developing the recommended revisions.

Requires the Superintendent to hold a minimum of two public hearings before presenting recommended revisions to allow public input.

Requires the State Board of Education to adopt, reject, or modify the recommended revisions by March 31, 2019, with written explanations to the Governor and Legislature if modifications are made.

Authorizes the State Board to adopt curriculum frameworks and instructional materials for kindergarten through grade 8 that are aligned to the revised World Language Content Standards on or before January 31, 2022.
