Requires the California Environmental Protection Agency to update its identification of disadvantaged communities by July 1, 2017 for investment opportunities related to greenhouse gas reduction funding.

Updates the California Communities Environmental Health Screening Tool to include factors such as high poverty rates, high rent burden (households paying over 50% of income in gross rent), and high cost of living using best-available data.

Maintains that disadvantaged communities shall be identified based on geographic, socioeconomic, public health, and environmental hazard criteria, including areas with environmental pollution exposure and concentrations of low-income populations.

Requires the California Environmental Protection Agency to hold at least one public workshop prior to identifying disadvantaged communities.

Exempts the identification process from the Administrative Procedure Act requirements.
