Establishes the Green Assistance Program within the California Environmental Protection Agency to provide technical assistance to small businesses and nonprofit organizations applying for Greenhouse Gas Reduction Fund moneys, including help with grant proposals and energy efficiency upgrades.

Creates the California Green Business Program within the California Environmental Protection Agency to support local government green business certification programs that certify small- and medium-sized businesses adopting environmentally preferable practices like energy efficiency, greenhouse gas emissions reduction, water conservation, and waste reduction.

Requires a minimum of 25 percent of California Green Business Program funding to benefit disadvantaged communities as defined in existing law.

Appropriates unspecified annual amounts from the Greenhouse Gas Reduction Fund to both the Green Assistance Program and California Green Business Program, with alternative funding available from the Affordable Housing and Sustainable Communities Program.

Removes authority from the Department of Toxic Substances Control to create a similar green business certification program and transfers those responsibilities to the California Environmental Protection Agency.
