California State University must grant employees leaves of absence without loss of compensation to serve as elected officers of campus or affiliated public employee organizations, upon 30 days notice before commencement and when possible before the academic term.

Compensation during leave includes retirement fund contributions and required employer contributions for unfunded liability costs; employees earn full service credit (maximum 12 calendar years) and must pay member contributions as required.

Employee organizations must reimburse the university for all compensation paid during the leave within 10 days of receiving certification of payment.

Leave granted under this section is in addition to released time already provided to union representatives for meeting and conferring or grievance processing.

Upon expiration of leave, employees are entitled to reinstatement in their original position if it exists, or to a comparable vacant position for which they are qualified.
