Amends Section 11362.79 of the Health and Safety Code to clarify restrictions on smoking medical marijuana under the Medical Marijuana Program.

Prohibits qualified patients from smoking medical marijuana in locations where smoking is prohibited by law or by a residential dwelling unit landlord, subject to restrictions in Civil Code Section 1947.5.

Allows landlords to restrict smoking or vaporization of medical marijuana within or adjacent to dwelling units or other buildings on the property, except that landlords cannot effectively deny patients the ability to vaporize medical marijuana as recommended by a physician if the patient is under the care of a parent, guardian, or primary caregiver.

Maintains existing prohibitions on medical marijuana smoking within 1,000 feet of school, recreation center, or youth center grounds (unless in a residence), on school buses, while operating a motor vehicle, and while operating a boat.
