Approves provisions of a memorandum of understanding between the state employer and State Bargaining Unit 18 that require expenditure of funds.

Allows the memorandum of understanding provisions to become effective through legislation other than the annual Budget Act, rather than requiring Budget Act approval.

Requires that approved provisions will not take effect unless funds are specifically appropriated by the Legislature.

Mandates that the state employer and affected employee organization meet and confer to renegotiate provisions if the Legislature does not specifically appropriate funds for them.
