Amends Article 6.5 of the Government Code to rename it "Accessibility to Emergency Information and Services"

Requires each county to integrate access and functional needs into its emergency plan upon the next update, addressing emergency communications (interpreters, translators, assistive technology), evacuation (transportation resources compliant with Americans with Disabilities Act), and sheltering (ADA-compliant facilities with accessible bathrooms and showers)

Defines "access and functional needs population" to include individuals with developmental or intellectual disabilities, physical disabilities, chronic conditions, limited English proficiency, older adults, children, those in institutionalized settings, low-income individuals, homeless persons, transportation-disadvantaged persons, and pregnant individuals

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be provided pursuant to existing statutory procedures
