Increases maximum incentive payment for biomethane projects from $1,500,000 to $3,000,000 per project, with dairy cluster biomethane projects eligible for up to $5,000,000.

Expands eligible uses of incentive funds to include gathering line costs for transporting biogas to centralized processing facilities, in addition to interconnection costs.

Extends the biomethane monetary incentive program until December 31, 2021 (previously set to expire in 2020).

Requires the Public Utilities Commission to evaluate options for allowing gas corporations to recover infrastructure investment costs through ratepayers before program funds are exhausted.

Defines dairy cluster biomethane project as three or more dairies using multiple biogas capture facilities that transport gas to a single centralized processing facility for pipeline injection.
