Requires school districts to award property leases for construction through a competitive "best value" solicitation process rather than allowing non-competitive leasing.

Mandates school districts adopt and publish procedures for evaluating proposer qualifications, including prequalification requirements, evaluation criteria, and scoring methodologies.

Allows school districts to enter into lease agreements before Department of General Services approval only for preconstruction services, with a prohibition on licensed work until required approval is obtained.

Provides that contractors on leases executed before July 1, 2015 may recover reasonable costs (excluding profit) if a court determines the lease is invalid, provided the contractor acted in good faith and no fraud occurred.

Sunsets most provisions on July 1, 2022, except the requirement to use competitive bidding; a replacement statute becomes operative on July 1, 2022.
