Expands the California Infrastructure and Economic Development Bank's authority to provide financial assistance for affordable housing projects, defined as dwellings available for purchase or lease by low-, moderate-, very low, or extremely low-income households.

Removes the prohibition on the bank financing housing by striking language that excluded housing from the definitions of "economic development facilities" and "public development facilities."

Adds "affordable housing" as a new defined term in Section 63010 and updates cross-references throughout the Government Code to reflect the expanded project definition.

Makes a continuous appropriation to the Infrastructure and Economic Development Bank Fund by authorizing expanded use of funds for affordable housing projects.
