Prohibits a person subject to a protective order from operating an unmanned aircraft system in a way that causes the aircraft to fly within a prohibited distance of another person or from capturing images of that person using a drone.

Authorizes a judge to order a person convicted of specified sex offenses (for offenses committed on or after January 1, 2017) to refrain from operating an unmanned aircraft system if the judge finds the restriction is in the public interest.

Makes it a misdemeanor to operate or use an unmanned aircraft system at the scene of an emergency in a manner that impedes emergency personnel, regardless of the operator's location.

Expands the definition of stalking to include operation or use of an unmanned aircraft system, subjecting violators to the same penalties as traditional stalking offenses.

Expands the crime of bringing contraband into correctional facilities and jails to include operating or using an unmanned aircraft system to deliver alcohol, drugs, or drug paraphernalia.
