Requires electrical corporations that offer special electricity rates for electric vehicle charging (time-of-use, critical peak pricing, real-time pricing, or peak time rebates) to offer similar rates to low-carbon fuel production facilities and fueling stations.

Defines "low-carbon transportation fuel" as liquid or gaseous fuel meeting California's Low Carbon Fuel Standard regulation with reduced carbon intensity compared to comparable petroleum fuels.

Requires the Public Utilities Commission, in consultation with the State Air Resources Board and Energy Commission, to establish performance accountability measures for facilities using the rates authorized by this bill.

Mandates the PUC ensure that rates established under this bill are in the interests of ratepayers as defined in Section 740.8 of the Public Utilities Code.

Specifies no state reimbursement is required because any local agency costs result from the bill creating new crimes or infractions, which falls under existing reimbursement exemptions.
