Adds raw sheared wool to the definition of "agricultural product" eligible for sale at certified farmers' markets in California.

Establishes legislative intent that the Secretary of Food and Agriculture shall minimize costs imposed on farmers and certified farmers' market operators when adopting regulations.

Authorizes the Secretary to adopt regulations clarifying certified farmers' market provisions, including quality standards and honest selling practices.

Permits certified farmers' market operators to create and maintain additional information beyond legal requirements and to contractually require vendors to provide supplemental information as a condition of participation.
