Requires California Department of Transportation to increase complete streets projects by 20% over 2016 baseline by 2020 and establish goals to reduce transit/pedestrian/bicyclist fatalities by 10% and vehicle miles traveled by 15% per capita by 2020.

Mandates that at least 35% of state highway operation and protection program projects be located in disadvantaged urban and rural communities, with projects providing meaningful benefits such as walkways, bikeways, and pedestrian safety improvements.

Requires five-year interregional transportation improvement program to include complete streets projects and directs department to hold public hearings in each district that are accessible by transit, scheduled at convenient times for disadvantaged residents, with translation services provided upon request.

Establishes July 1, 2017 deadline for California Transportation Commission to adopt targets and performance measures addressing mobility and safety for nonmotorized users in disadvantaged communities, workforce development priorities, and community-identified transportation needs.

Defines complete streets as transportation facilities designed to safely serve all users including bicyclists, pedestrians, transit vehicles, and motorists; establishes definitions of disadvantaged communities based on median household income, environmental health status, and school lunch program eligibility.
