Prohibits employers from employing an inappropriately credentialed substitute teacher for more than 20 cumulative school days for each special education teacher absent or if there is a vacancy during each school year.

Allows the Superintendent of Public Instruction to approve a 20-day extension beyond the initial 20 days, and permits additional days only in extraordinary circumstances.

Authorizes persons holding a valid emergency 30-day substitute teacher permit to serve in special education classrooms for up to 40 cumulative school days per vacancy when specified conditions are met, including completion of a Statement of Need, compliance with hiring hierarchy, and provision of at least 6 hours of training to the permitholder.

Requires employing authorities to report annually to their county office of education the number of emergency permit holders employed and the length of their employment.

Provisions regarding emergency permits become operative upon receipt of federal Department of Education guidance and expire January 1, 2022, unless extended by later statute.
