Allocates up to 5 vacant judgeships from superior courts with more authorized judges than needed to courts with fewer judges than needed, based on judicial need assessments approved by the Judicial Council.

Requires the Judicial Council to promptly notify applicable courts, the Legislature, and the Governor when a vacant judgeship becomes eligible for allocation to another court.

Defines a judgeship as "vacant" only when a judge resigns, retires, dies, is removed, or is confirmed to appellate court before the candidate filing deadline, or after the deadline if no qualifying candidates file.

Specifies that a judgeship does not become vacant if an incumbent judge loses a judicial election.

Includes a statement of legislative intent affirming that the act does not limit the Legislature's authority to create new judgeships, the Governor's authority to appoint judges, or the Chief Justice's authority to assign judges.
