Amends Government Code Section 8625 to establish a 60-day deadline for the Governor to approve or deny a state of emergency request from a city or county.

Exception to the 60-day deadline applies if the Governor has requested federal emergency assistance or a federal declaration of a major disaster.

Updates gender-neutral language throughout the statute to refer to "he or she" instead of "he" when describing the Governor's powers.

Removes previous provisions related to general plan requirements and coordinated public works programs (struck from original bill text).
