Establishes the Commission on Health Care Cost Review comprising 5 members appointed by the Governor (3), Senate Committee on Rules (1), and Speaker of the Assembly (1), each serving 4-year terms without compensation

Commission shall study public policies affecting health care costs and access to health care coverage in California, reporting findings to the Assembly and Senate Committees on Health every 2 years

Creates the Health Care Affordability Fund in the State Treasury to receive voluntary contributions from the Department of Managed Health Care to fund commission operations, with no state funds authorized for this purpose

Implementation of the commission is contingent upon the Department of Managed Health Care determining that sufficient voluntary contributions exist or will exist in the fund

Chapter repeals on January 1, 2020, if the Department of Managed Health Care does not notify the Legislature by December 31, 2019, of sufficient voluntary contributions, or on January 1, 2025, if sufficient contributions are confirmed by that date
