Requires the Legislative Counsel to make legislative information available to the public in electronic form for each legislative session after final adjournment, starting with the 1993-1994 Regular Session.

Expands public access to include bill text, bill history, bill status, committee analyses, vote information, and veto messages for past legislative sessions in addition to current sessions.

Mandates information be provided through the largest nonproprietary, nonprofit cooperative public computer network in multiple formats to maximize public accessibility.

Prohibits the Legislative Counsel from charging fees for accessing the information through the specified computer network.

Requires personal information from users to be maintained only for service provision purposes and does not alter the State's copyright or proprietary interests in the information.
