Repeals Section 798.17 of the Civil Code, which currently exempts long-term rental agreements (over 12 months) in mobilehome parks from local rent control ordinances.

Eliminates the exemption that allowed mobilehome park landlords to charge unlimited rent under qualifying long-term agreements, removing protection from local rent control laws.

Makes legislative findings that mobilehome parks are important affordable housing options and that local governments need tools to preserve them as affordable housing.

Grants local governments authority to implement rent control measures in mobilehome parks within their jurisdictions.

Removes restrictions that previously prevented local entities from imposing fees or exactions on exempt mobilehome park spaces.
