Authorizes establishment of a 16th baccalaureate degree pilot program at Crafton Hills College, in addition to the existing maximum of 15 community college districts authorized under current law.

Requires Crafton Hills College to resolve any deficiencies identified by the Accrediting Commission for Community and Junior Colleges before the program can be established.

Allows the Board of Governors of the California Community Colleges to authorize the program in consultation with California State University and the University of California.

Maintains existing requirements that pilot programs commence no later than the 2017-18 academic year and students complete degrees by the end of the 2022-23 academic year.
