Authorizes cities and counties to identify zones in their housing elements where housing for extremely low income households is allowed as a permitted use without conditional use permits or other discretionary approval.

Requires identified zones to have sufficient capacity to accommodate extremely low income housing needs, with local governments having one year to amend zoning ordinances if adequate capacity cannot be identified.

Mandates that local governments demonstrate permit processing, development, and management standards are objective and facilitate construction of extremely low income housing, with housing subject only to standards applying to other residential or commercial development in the same zone.

Exempts the development of zones and objective management standards under this section from being classified as discretionary acts under the California Environmental Quality Act.
