Allows school districts to assess a $150 civil penalty for illegal passing violations captured by their video system if the driver was not criminally prosecuted for the same violation.

Requires school districts implementing civil penalty programs to issue warning letters for the first 6 months and establish administrative appeal procedures with due process protections, including neutral hearing officers and access to video evidence.

Mandates specific signage on equipped buses reading "STOP WHEN LIGHTS ARE FLASHING - IT'S THE LAW" and "VIDEO ENFORCED STOP," and requires the Legislative Analyst's Office to report on system effectiveness by January 1, 2019, and every 2 years thereafter.
