Approves provisions of a memorandum of understanding between the state employer and Union of American Physicians and Dentists, State Bargaining Unit 16, that require expenditure of funds under Government Code Section 3517.5.

Allows approved memorandum of understanding provisions to become effective through legislation other than the annual Budget Act, rather than requiring Budget Act approval.

Requires that funded provisions of the memorandum of understanding shall not take effect unless the Legislature specifically appropriates funds for them.

Mandates that if funds are not specifically appropriated by the Legislature, the state employer and affected employee organization must meet and confer to renegotiate the affected provisions.
